There’s not much spirit left at Spirit Halloween in Rockville, which was supposed to have opened weeks ago but appears to have gotten stuck in permit purgatory. The seasonal chain usually pops up in late August, signing short-term leases at empty storefronts across the country. Last year, Rockville’s Spirit materialized inside the former Bed Bath & Beyond space — but that’s now occupied by a Restoration Hardware outlet. This year, Spirit leased the former Buy Buy Baby space at Congressional Plaza. But as of this week, the doors still hadn’t opened and a hand-written sign noted that it’s “awaiting legal permits.” We tried to reach the company for comment, but they ghosted us.
Editor’s update: With less than three weeks to go before Halloween night, Spirit’s Rockville location was finally open as of Friday, Oct. 10th — about six weeks later than the retailer’s typical schedule.
Latest: Former Buy Buy Baby space will become a Nordstrom Rack

“Awaiting permits” typical red tape MoCo. And yet in NOVA Spirit Halloween has been open since August. Maryland Dems really don’t like businesses and capitalism, do they? Just no turn on red and driving above 35mph.
