Surprise new tenant for the Congressional North shopping center on Rockville Pike: RH Outlet, the clearance division of Restoration Hardware, opened its doors this week in the former Bed Bath & Beyond space. The warehouse-style store is an ode to the neutral palette: rows and rows of couches, chairs, coffee tables, barstools, beds and accessories in shades of white, cream, beige and tan. Much of the inventory consists of discontinued items, canceled orders and customer returns. But there are also some damaged pieces, so you’ll have to do your own inspection. The upside: Discounts of up to 70 percent with a 30-day return policy.
