Spirit Halloween is popping up again at Rockville’s Congressional Plaza — but this time it’s taking over a different empty space. The seasonal retailer will open soon in the second-floor spot that once belonged to Neiman-Marcus Last Call Studio, directly above The Container Store. Spirit Halloween stores usually arrive in August, signing short-term leases at empty storefronts across the country. Last year Spirit occupied the former Buy Buy Baby space, which is now being turned into a Nordstrom Rack.
