A couple of weeks after we made this prediction, Nordstrom has made it official: A new Nordstrom Rack will open next year at Rockville’s Congressional Plaza. The retailer will take over and renovate the former Buy Buy Baby space, which was briefly home to Spirit Halloween this fall. Still unclear is what this means for the future of the Nordstrom Rack on Shady Grove Road. The Nordstrom family, which took the retailer private last May, says its off-price Rack division is driving much of the company’s growth as it attracts both budget-conscious and higher-end shoppers. “We have super affluent customers shopping our Nordstrom Rack stores,” president Pete Nordstrom told Forbes this week. “It’s not that they can’t afford full price — it offends their sensibilities to not get a good value.”
