Three retail chains that exited Westfield Montgomery mall in the past few years will all be making their way back in the months to come.

  • Teen retailer PacSun, which closed its doors in 2023 after more than two decades at the mall, will reopen by the end of this year. The chain appears to be on the comeback trail nationwide: Its sales are climbing steadily, as is its popularity with Gen Z shoppers. PacSun says it will open (or reopen, as in this case) up to 35 locations by the end of 2028.
  • Fashion Q, an affordable clothing chain aimed at teens, is returning to the mall after a very brief run in 2025. This time it’s taking the Forever 21 space. Will the second time be the charm?
  • Asian variety store Miniso, which spent four years at the mall before closing in the summer of 2025, is moving back into its former space. Miniso’s Rockville store, which opened after the mall location closed, is expected to stay in business.
