Discount retailer Tuesday Morning has filed Chapter 11 for the second time in three years — and this round spells the end for the company’s Rockville store. Located on the back side of Congressional Plaza, this location has already started marking down merchandise for final sale. (Though the current offering is only a 10 percent discount.) Tuesday Morning, founded in 1974, is the latest in a string of retail bankruptcies including Loyal Companion, Party City and the parent of Regal Cinemas.
